When a runway is denied, a port is contested, or the need is measured in hours, terrestrial resupply fails. Airlift needs permission and proximity. Sealift needs time. Nothing reaches a remote or defended point from above, on demand, on a track an adversary can't close.

Thor, A Modular Reentry Vehicle
Thor carries a payload from orbit to a designated point on the surface. Pre-positioned on orbit, called down on demand. One airframe, three payload classes, configured to the mission.

Cross-range maneuvering and terminal guidance place the payload where it's needed, not somewhere near it. The lifting-body variant trades entry energy for accuracy and a survivable payload environment, the difference between reaching the objective and landing on it.
